The application needs full Microsoft Access (code 22)

The window of the starter says: “This application needs the full Microsoft Access, but only the Access Runtime is installed.” Below it stands the error code 22; the diagnostic details (Alt+D) hold the technical detail, also the output of Wkl.Bootstrapper.exe /diagnose. The exit code of the starter is 22.

Environment

WKL Bootstrapper 1.0 and later on Windows 11. Supported: Windows 11 with Microsoft Access of Microsoft 365, 32 bit.

Cause

The delivered file is a development or administration copy (runtime: false in app-manifest.json); the Access runtime cannot open it.

Resolution

  1. Install full Microsoft Access for the users of this copy, or deliver the production target of the build tool, which runs in the runtime.
